The phase shifter comprises a cavity, a fixing assembly located in the cavity, a sliding assembly, a control rod for controlling the sliding assembly to slide and dielectric parts, wherein a first strip line group is arranged in the fixing assembly and comprises two strip lines; the sliding assembly is located on the fixing assembly; a second strip line group is arranged in the sliding assembly and comprises two strip lines; the two strip lines in the second strip line group are coupled to and electrically connected to the two strip lines in the first strip line group respectively; each strip line in the first strip line group and / or the second strip line group comprises a first strip line part and a second strip line part; the width of each first strip line part is greater than that of the corresponding second strip line part; the dielectric parts are arranged on the peripheral sides of the second strip line parts; and a difference value between impedance formed by the dielectric parts and the second strip line parts and the impedance of the first strip line parts is within a first range.
