In the training stage, historical data for input variables and output variables are read; the historical data are inputted to the adaptive neuro fuzzy inference system, and an output result of the adaptive neuro fuzzy inference system is obtained; based on a parameter learning rule for a back propagation thought, the output result of the adaptive neuro fuzzy inference system is combined to adjust the parameter, and an adaptive neuro fuzzy inference system after parameter adjustment is obtained; and the minimum mean square error of the adaptive neuro fuzzy inference system after parameter adjustment is calculated, whether the value achieves a specific threshold is judged, and if yes, the training stage is ended. In the testing stage, testing data are read; and the testing data are inputted to the adaptive neuro fuzzy inference system obtained through training in the training stage, and a service level value for describing the road traffic state is obtained.
