The cross-carrier RLC layer data retransmission method comprises the steps of receiving an RLC retransmission instruction which is sent by an MAC (Media Access Control) entity when a target authorized zone with available resources is detected; and according to the RLC retransmission instruction, sending RLC layer data which are failed in transmission by an unauthorized zone to the MAC entity so as to retransmit the RLC layer data which are failed in transmission by the unauthorized zone by utilizing the available resources of the target authorized zone. When the transmission quality of an unauthorized frequency band is poor and RLC layer data needing retransmission exist, the RLC layer data which are failed in transmission by the unauthorized zone are retransmitted by utilizing the target authorized zone which is detected by the MAC entity and has the available resources. As the transmission quality of the authorized zone is reliable, reliable transmission of the RLC layer data can be guaranteed.
