The combustion reformer is characterized by comprising a catalytic combustor and a reforming device, wherein the reforming device comprises a shell; a plurality of reforming pipes are vertically arranged in the shell in a circumferential direction; an upper gas collecting cavity and a lower gas collecting cavity for enabling reforming gas to uniformly flow the corresponding reforming pipes are arranged at the upper and lower ends of each reforming pipe in the shell respectively; a combusted tail gas outlet is formed in the top of the shell; the catalytic combustor comprises a perforated pipe; the perforated pipe is arranged in a cavity body, which is formed by the reforming pipes in a surrounding manner, in a penetration mode; the bottom of the catalytic combustor is connected with the shell through a quickly-assembled flange; an outer cavity of the perforated pipe is a catalytic combustion cavity filled with a catalyst; the catalytic combustion cavity is connected with the combusted tail gas outlet through surface holes; and a fuel gas inlet pipe and a pre-heating air inlet pipe, which are arranged at the bottom of the catalytic combustor, are connected with the inner cavity of the perforated pipe.
