The generating system comprises a receiving antenna, a low-noise power amplifier, an automatic gain controller, an A/D convertor and a central processing unit, wherein the receiving antenna is used for receiving a radio signal from a space; the receiving antenna is connected with the low-noise power amplifier, the automatic gain controller, the A/D convertor and the central processing unit in turn; the central processing unit is in control connection with the automatic gain controller. The invention also provides a generating method for the true random sequence. Compared with the prior art, the invention has the advantages that the receiving antenna is used for directly receiving the radio signal from the space and the radio signal is used as a source signal; the radio signal from the space is a true white noise sequence, so that the acquired random sequence is a true random sequence; according to the system and the method, the true random sequence can be supplied for an encryption process in a communication system, the communication safety can be greatly promoted and the system miscellaneous degree can be reduced; a traditional random sequence source generator is not required, so that the system cost is reduced to a certain extent.
