The embodiment of the invention discloses a monitoring and managing system for moving objects in an underground high risk zone. The system comprises: an on-site image acquisition device, which acquires video images of an underground high risk zone and analyzes the video images; a worker positioning device, which acquires real-time position information of workers underground; a safety monitoring device, which is arranged in a key place in the underground high risk zone and acquires environment parameters of the key place; and a background analysis device, which obtains the acquired on-site images of the underground high risk zone, the position information of the workers and environment information through network connection, obtains analysis results of the acquired on-site information of the on-site image acquisition device, the worker acquisition device and the environment acquisition device, and compares the acquired on-site information and the analysis results with a preset object risk pre-control knowledge base.
