The method comprises the steps of allocating periodic CSI (Channel State Information) resources based on an average value Na of the number of terminals served by uplink service and a peak Np of the number of the terminals served by the uplink service, wherein the uplink service is provided by the base station; determining terminal resource demands based on terminal QoS demands; when the terminal resource demands of the terminals cannot be determined based on the terminal QoS demands of one terminal, determining the terminal resource demands based on the current moving speeds of the terminals; and determining terminal CSI resource allocation of the terminals based on the occupation condition of the periodic CSI resources and the terminal resource demands.
