A manner that an underlying layer in the sending terminal informs the packet data convergence protocol layer of interaction is adopted, so that repeat transmission and deactivation of repeat transmission are realized rapidly and efficiently, high reliability due to repeat transmission is ensured, further, the radio resources are used more efficiently, and resource waste is prevented.
