Abstract

The method comprises: a first network device sending a reselection signaling to a terminal of a second network device which accesses a public network in a to-be-shielded region, wherein the reselection signaling is used to indicate the terminal to reselect to access the first network device and the first network device is used to shield wireless signals between the second network device and the terminal; the first network device receiving upstream signals sent by the terminal, if the terminal supports a first communication system according to the upstream signals is determined, send a first access instruction to the terminal, the first access instruction being used to indicate that the terminal is accessed into the cell which supports the first communication system in the first network device.
