The system platform comprises a display layer, a service layer, a supporting layer, a storage layer and a protocol layer. The display layer provides a use window for a charging user; the service layer supports browsing and access of massive users by system application functions provided by the supporting layer; the supporting layer is a uniform platform of development of the different application functions of the system; the storage layer is used for storage and access of basic data of the system platform; the data of the storage layer is used to achieve data interactions between different applications through protocols on the protocol layer; and charging of the system platform is achieved by two methods including scanning of QR codes card swiping on a charging pile. According to the invention, through construction of the car networking platform on a cloud and cloud-oriented conversion of service capacities, multiple public capacity centers developed aiming development of the application services are established; and multiple application groups and ability open platforms of a charging service, a travelling service, a value-added service and a data service are established.
