The device further comprises a voltage reduction protection module (1), a control module (2) and a voltage stabilization module (3). The voltage reduction protection module (1) and the voltage stabilization module (3) are respectively connected with the control module (2). The voltage stabilization module (3) is used for supplying power to the control module (2). The control module (2) controls thevoltage reduction protection module (1) to decide weather to supply power or not. The voltage stabilization module is used for supplying power to the control module. The control module is used for monitoring whether the voltage supplied to the voltage reduction protection module by the vehicle-mounted battery is larger than a specified voltage value or not. Therefore, the voltage reduction protection module is controlled to charge or not charge the vehicle data recorder.
