The device consists of a decontaminant system, a cyclic decontamination system, circulation pipelines and the like; and the method comprises the following steps: (I)the cyclic decontamination device is established according to conditions on a site, a decontamination liquid preparing tank and a detergent tank are reasonably arranged and connected with related circulation pipeline facilities on the site, a pipeline of the decontamination device is connected with a pipeline of a nuclear power facility primary loop, and installation and debugging are performed;(II) components and a solvent of a detergent are added to the detergent tank, after stirring is performed fully, cyclic decontamination is performed on the pipeline of the nuclear power facility primary loop; and (III) after the cyclic decontamination is completed, the solvent in the cyclic decontamination system is neutralized, and the cyclic decontamination system is cleaned with clean water.
