The method comprises the following steps that wiper trip and perforation are conducted on a producing oil tube, and an upper perforation point and a lower perforation point are formed at the position, located at the two ends of a permanent-type packer, of a tube body of the producing oil tube; an extending gas lift tubular column is tripped into the producing oil tube by using a coiled oil tube and comprises a releasing tool, an upperpacker, a gas lift oil tube, a lower packer and a ball seat which are connected sequentially from top to bottom, so that the upper perforation point and the lower perforation point are located betweenthe upper packer and the lower packer; a steel ball setting ball seat is thrown into the coiled oil tube, pressing is conducted so that the upper packer and the lower packer are simultaneously set into the producing oil tube, and pressing is continuously conducted to press the ball seat into the well bottom; the releasing tool and the coiled oil tube are disconnected, and the coiled oil tube is removed out; and gas is injected into a producing casing, the injected gas sequentially passes through an oil sleeve annulus above the permanent-type packer, the upper perforation point, an annulus ofthe gas lift oil tube and the producing oil tube, the lower perforation point and an oil sleeve annulus below the permanent-type packer, and accumulated liquid at the well bottom is lifted to the ground.
