According to the precise detecting and testing device, no matter what the model or the specification of the water pump for the internal combustion locomotive and the internal combustion locomotive for ships are, after the pipe orifice diameter of the water input pipe connected with a pump body and the pipe orifice diameter of the water output pipe are changed according to the requirement, testing and detecting can be carried out, and corresponding monitoring results are obtained.
