The system comprises an infrared laser emission device, an image acquisition device and acontrol module, wherein the infrared laser emission device comprises an infrared laser source and a beam converter, the beam converter is placed between the infrared laser source and a target licenseplate, the target license plate is connected with the control module through the image acquisition device, and the control module is also connected with the infrared laser emission device, the infrared laser source emits an infrared laser beam, and the infrared laser beam is subjected to laser beam spot adjustment through the beam converter, then is enlarged into a beam spot bigger than the sizeof the target license plate and irradiates on the target license plate; and the image acquisition device acquires image information from the target license plate and sends the image information to thecontrol module. The system provided by the invention has the advantages of using the infrared laser beam, being free from influence of environment visible lights and generating no light pollution since the infrared laser beam is invisible to human eyes, thus, the accuracy rate of image acquisition of the system is high.
