The invention discloses a pavement punning device for construction of civil engineering on the basis of disc driving, which includes a support horizontal board provided with a fixed rod frame, whereina pushing horizontal board, of which thesides are in sliding connection with rod walls of the fixed rod frame, and a fixed horizontal board, which is fixedly connected to the rod walls of the fixed rod frame, are arranged on the inner side of the fixed rod frame; the upper end surface of the pushing horizontal board is connected to the lower end surface of the fixed horizontal board through punning springs; the upper end of an adjustment sliding piece is connected to and fixed to a toggle bulge column; the lower end wall of a pushing horizontal rod passes through the fixed horizontal board and is connected to and fixed to the upper end surface of the pushing horizontal board through a plurality of connection pull rods. The two ends of the lower side of each of four adjustment screws are opposite in thread direction, wherein two threaded connection sleeves matched with the adjustment screws are arranged on the lower side thereof.
