The complexity evaluation system comprises a data acquisition module, anevaluation module and a storage module. The evaluation method comprises the following steps of 1, from three layers including a system main station layer, a communication network layer and an intelligent terminal equipment layer, establishing a complexity evaluation index system of the intelligent power grid information management system; 2, acquiring relevant index data in a system automatic acquisition or manual input mode by the data acquisition module, and storing the data in the storage module; 3, calculating a structural entropy of each complexity measuring factor by the evaluation module; 4, based on a multi-dimensional entropy space scale theory, calculating a complexity component of the intelligent power grid information management system and an overall complexity evaluation valueof the system by the evaluation module; and 5, outputting an evaluation result to the storage module by the evaluation module.
