The method comprises the following steps: acquiring original vehicle running track data from original RFID data; performing OD matrix slicing based on the vehicle running track data; extracting and moveably carrying out a target OD traffic volume of a stagger traffic measure based on an actual stagger policy to generate an initial stagger OD matrix group; iteratively calculating the initial stagger OD matrix group to obtain a predicted stagger OD matrix group; and obtaining a final OD matrix group basedon the iterative result to achieve an effect assessment of the stagger policy.
