A differential GPS motion station is arranged at a towboat and a differential GPS positioning system base station is arranged at a living platform around a jacket, and the location of the towboat relative to the base station is obtained by the motion station and the base station; and a total station is arranged at the base station and isused for measuring relative coordinates of a jacket pile leg butt-joint unit and the base stations, the location of the center of the jacket relative to the base station is calculated, and a jacket local coordinate system is established by using the center of the jacket as an original point, and the location of the towboat relative to the center of the jacket is calculated according to the locations of the towboat and the center of the jacket relative to the base station. According to the invention, on the basis of the high-efficiency and rapid surveying plan design of the towboat and the jacket for offshore buoyancy installation, the multi-floating-body centimeter-level positioning precision of offshore buoyancy installation is broken successfully; the entrance operation staff is guidedeffectively to work safely; and thus blanks of the prior art in related fields are filled.
