The device comprises a tank body, a temperature controlling device, a pressure controlling device, an absorbing device, a condensing recovery device, a membrane separation device and an activated carbon adsorption device. The device can individually conduct VOC sample collection on various kinds of organic liquid, VOC source spectrums volatilized by all the kinds of organic liquid are obtained, and the interference of other VOC discharging sources is avoided; the actual temperature and pressure of the tank body can be simulated, and VOC discharging source spectrums of a storage tank can be sampled under different conditions of the four seasons, so that the collected VOC source spectrumsamples meet the actual discharging conditions; common organic gas treatment methods of an absorbing method, a condensing method, a membrane separation method, an adsorption method and the like can beindividually selected or used in a combining mode, so that VOC species in the sample organic gas is consistent with the actual conditions, and the discharging conditions of VOC species of gas generated and volatilized by different kinds of organic liquid after the treating device can be differentiated.
