A grooving machine is composed of two parts, namely a pipeline excitation module and a crawler-type self-propelled bottom plate, wherein the pipeline excitation module is composed of a vibration exciter sleeve, a vibration foot pad and a counterforce arm; and the crawler-type self-propelled bottom plate is composed of a crawler travelling bottom plate and a hydraulic counterforce stretchable arm; and the overall structure is controlled in a ship dragging mode, a control cable is connected to the vibration exciter sleeve, and the travelling posture and a working state of the whole structure are controlled. The machine and the method are applied to the engineering of fastlaying of the submarine pipeline, the underwater construction of a diver is not needed, the machine is controlled to carried out automatic construction on a ship, the construction speed is high, a lotof labor cost is saved, and the construction efficiency and the construction precision degree are improved.
