The method comprises the steps that a crane on an anchor mooring processing ship is used for placing a middle water buoy recovery rigging into the vicinity of a shackle on a middle water buoy, and a ROV is used for assisting the recovery rigging of the middle water buoy to be connected with the shackle; an ACT chain is lowered by a FPSO, a ROV is connected with a winch on the anchor mooring processing ship to the ACT chain, the winch recovers the ACT chain and a first upper cable to a deck, and the ACT chain is removed; the winch continues to recover the first upper cable until the middle water buoy floats out of the water surface; the middle water buoy recovery rigging isconnected to a crane on the anchor mooring processing ship and is hoisted; and the middle water buoy is hoisted and recovered to the upper ship and fixed, the middle water buoy is removed, and the middle water buoy is stored on a middle water buoy storage support.
