The control method comprises: adding a unit operation water purification head signal in a speed regulator control program; adding a primary frequency modulation power action quantity signal in a speed regulator control program, and uploading the primary frequency modulationpower action quantity signal to a monitoring system; dividing out n typical test water heads according to the actual operation water level of a power station; loading from no load to rated power under each test water head, and recording the corresponding relation between the guide vane opening and the power; calculating to obtain a primary frequency modulation opening degree action quantity by aspeed regulator internal program according to the frequency deviation; performing difference calculation on the primary frequency modulation opening actuating quantity to obtain a primary frequency modulation power actuating quantity, and uploading the primary frequency modulation power actuating quantity to a monitoring system; and performing superposition by the monitoring system, performing PIDcalculation, and then adjusting the opening degree of a guide vane to maintain the stability of the frequency of the power grid.
