An image comparison device for comparing a first image and a second image is provided with a frequency characteristic acquisition unit which acquires the frequency characteristics of a first image andthe frequency characteristics of a second image; a frequency characteristic combining unit which combines the frequency characteristics of the first image and the frequency characteristics of the second image to generate combined frequency characteristics; a determination unit which frequency-converts the combined frequency characteristics, calculates a correlation coefficient map that provides aresolution equal to a target resolution, and compares the first image and the second image on the basis of a comparison score calculated from the correlation coefficient map; and an adjustment unit which adjusts the target resolution on the basis of the comparison score.
