The device comprises two current electrode devices and at least two potential electrode devices, wherein the two current electrode devices are detachably arranged at the two end parts of the cable conductor in a one-to-one correspondence manner respectively, and the two current electrode devices are used for being connected with external equipment and providing current for the cable conductor to form a current loop; the potential electrode devices are detachably arranged on the cable conductor at intervals, andeach potential electrode device is used for detecting the potential of the cable conductor.
