The method comprises the following steps: considering thedynamic characteristics of the actuating mechanism, and establishing an aircraft actuating mechanism kinetic model; decomposing an aircraft longitudinal control model into a speed control theoreticalmodel and a height control theoretical model; deducing a function of the aircraft fuel equivalent ratio phi as a speed controller by taking the aircraft fuel equivalent ratio phi as a controlled variable and adopting a dynamic inverse control method according to the speed control theoretical model, and determining parameters of the speed controller; combining a height control theoretical model with the aircraft actuating mechanism kinetic model to obtain a height control theoretical model considering the dynamic characteristics of the aircraft actuating mechanism, and converting the height control theoretical model into a height control theoretical model in a strict feedback form; taking the voltage for controlling the tail vane to deflect as a control quantity, deducing a voltage functionfor controlling the tail vane to deflect as a height controller by adopting a backstepping control method, and determining the parameters of the height controller.
