A sealing device is arranged on the periphery of the lifting platform and enables the lifting platform to divide the space defined by the tower columns on the periphery into an upper lock chamber and a lower lock chamber, water is stored in the upper lock chamber, and the lower lock chamber is communicated with the atmosphere.
