The conical regulating valve mainly comprises a lower connector, a lower air pressure piston, an upper air pressure piston, a lower repulsion permanent magnet, an upper repulsion permanent magnet, a displacement monitoring system, an attraction permanent magnet, an upper spring, a lower spring, a lower repulsion electromagnet, an upper repulsion electromagnet, an outer protection shell, a valve element, a magnetic generation device, a magnetic induction belt and a valve seat. The attraction permanent magnet connected with a balancing weight slides up and down in a sliding way under the action of inertia force, the attraction permanent magnet generates attraction force on the valve element and drives the valve element to move up and down together, and the size of an outlet of a flow channel in the valve seat is changed, so that the rate of the outlet flow of the regulating valve is changed.
