The composition is prepared from a mixture of water, glycerol and flaxseed extract in a mass ratio of (67-69): (28-32): (0.4-0.6), red wine river extreme bacteria, isoprene glycol, a 3-5% polyquaternium-51 water solution and dihydroxypropyl arginine (HCL), wherein the mass ratio of the water to the mixture to the red wine river extreme bacteria to the isoprene glycol is (67-69): (28-32): (0.4-0.6). The preparation method comprises the following steps: firstly, mixing the mixture of the water, the glycerol and the flaxseed extract, the red wine river extreme bacteria and the isoprene glycol to obtain a solution phase B; adding the solvent into the solution phase A, and stirring until the solvent is dissolved; and adding the polyquaternium-51 aqueous solution, the dihydroxypropyl arginine HCl, the solubilizer and the additive, and uniformly stirring to obtain the polyquaternium-51 water solution. The effects of restarting and resisting enhancement are achieved by repairing the barrier.
