The method comprises the following steps: sampling and processing on site; installing and testing the charge monitoring system, the loading system and the shielding system; performing a laboratory test on a charge induction rule in the uniaxial compression damage process of the coal sample; determining charge monitoring indexes (average charge quantity and charge quantity variation coefficient) according to a coal sample charge induction law test result; determining a charge critical coefficient according to the ratio of the average charge quantity to the charge quantity variation coefficient in the compaction elasticity stage and the reinforced damage stage in the coal sample fracture process; on-site charge monitoring is carried out in the mining-influence-free area of the rock burst mine coal seam roadway, and a charge monitoring index standard value is obtained; and multiplying the charge monitoring index standard value by the charge critical coefficient to obtain the critical early warning initial value of the corresponding mine rock burst charge monitoring index.
