Abstract

The method includes steps: (1) entity of media irrelevant switching function MIHF at terminal side initiates network scanning; after scanning, generating report of radio network environmental parameter including dynamic information and static information of scanned point of access POA around terminal; (2) MIHF at terminal side sends the report to MIHF at network side; after receiving the report, MIHF at network side transfers the report to switching decision-making module for making decision.
