The method of the invention comprises the following steps: sealing a conveying device for materials to pass through, and sequentially arranging a dust-removal chamber, a dust-gas separating chamber and a cyclic dust-settling chamber after the blanking station of a conveyor; generating turbulent flow to the uplifting dust-containing gas in the dust-removal chamber by an overhead tilted deflecting plate, so that large particles can be settled, and generating negative pressure to fine dust therein at the blanking opening, so that the fine dust can flow back to the lower end in a blanking tube; continuing to change the movement direction and movement velocity of the dust-containing gas flow by an overhead tilted deflecting plate in the dust-gas separating chamber, so that the fine dust can be separated from the gas flow; further reducing the kinetic energy of the dust by the overhead tilted deflecting plate and vertically suspended rubber strips in the cyclic dust-settling chamber, and generating static electricity on the rubber strips so that the remaining dust can be settled.
