The method comprises the following steps: logon authentication, wherein a monitoring terminal makes a request for logon authentication to an RGM through an EPG to acquire a logon authority; channel acquisition, wherein the EPG acquires channel list information from the RGM; PU information acquisition, wherein the EPG transmits a request of acquiring a PU attribute list to the RGM and the RGM returns the PU attribute list to the EPG after querying an RGM database; and video play, wherein the monitoring terminal acquires PU address information from the RGM, establishes a media connecting channel with a PU and accepts video data transmitted by the PU. The monitoring terminallogs on an IPTV system through the EPG in which a global eye module is integrated, so the IPTV system-based video monitoring method and the IPTV system-based video monitoring system in the invention expand the functions of the prior IPTV, optimize data transmission and meet the requirements of monitoring the increasing of data volume.
