A body shell is arranged at one end, and a braking device is arranged at the other end; an eccentric boss is extended from the other end of a universal driving shaft in a housing, a braking seat of the braking device is fixedly connected with a stator, and a step hole which is coaxial with an output shaft is produced therein; when an enclosed cavity is filled with pressure oil, a piston is positioned in the first position, and the eccentric boss is separated from a braking hole; when the enclosed cavity releases the pressure oil, the piston is positioned in the second position, and the eccentric boss is inserted into the braking hole. Therefore, the pressure oil in the enclosed cavity can be released only by controlling an oil passage on the braking seat, and the piston can carry out displacement under the action of a spring, thereby inserting the eccentric boss into the braking hole. The revolution of the universal driving shaft is restricted under the eccentric retardance of the eccentric boss, and the instantaneous braking can be carried out even if the torque is great.
