The method comprises the following steps of: uniformly mixing equivalent fresh cow dung and semidry cow dung; adding calcium superphosphate powder and sprinkling a mixed strain culture consisting of lactobacillus acidophilus, yeast and bacillus subtilis to mixed cow dunghill; stacking and periodically turning; sprinkling a mixed strain culture consisting of azotobacter chrooco-ccum and bacillus megaterium to the cow dunghill when the moisture of the cow dunghill is reduced to 40 percent; periodically turning until the moisture of the cow dunghill is reduced to 30 percent; adding trace elements according to a formula; uniformly turning and stacking at an after-ripening warehouse to perform after-ripening fermentation; and periodically turning, crushing and packaging the fertilizer when the temperature is equal to room temperature and is constant so as to obtain a finished composite biological organic fertilizer. The method has the advantages of simple process, low comprehensive cost and no environmental pollution, is easy to operate, can effectively utilize organic resources and change waste materials into things of value while performing innocent treatment and recycling treatment on organic wastes and is favorable for agricultural sustainable development.
