The method includes the following steps: in initialization process, the Femto AP selects Femto GateWays (Femto GWs), which respectively connect with Core Networks (CNs) which the Femto AP has right to access, as serving Femto GWs. The Femto AP registers in these Femto GWs. After receiving Non-Access Stratum (NAS) message sent by a User Equipment (UE), according to the network access identification of the UE, the Femto AP selects the serving Femto GW which connects with CN corresponding to the identification as the target serving Femto GW, registers user information into the target serving Femto GW, and forwards the NAS message to the target serving Femto GW. After receiving the NAS message, the target serving Femto GW forwards the NAS message to the connected CN. Intercommunication starts between the CN and UE, and thus the access process of the UE is completed.
