The device is provided with a nanometer catalytic electrolysis system, an immersed ultrafiltration-membrane filtration separation system, an ultrafiltration membrane cleaning system and an electrodialysis system, wherein the nanometer catalytic electrolysis system is provided with a first stop valve, a water pump, a nanometer catalytic electrolysis machine, a setting tank and a filtering device; the immersed ultrafiltration-membrane filtration separation system is provided with a second stop valve, an immersed ultrafiltration membrane pool, a blower, an aerator, an ultrafiltration membrane system, a suction pump and a dialysis fluid storage tank; the ultrafiltration membrane cleaning system is provided with a cleaning solution tank, a backwashing pump, a fourth stop valve and a connection pipe; and the electrodialysis system is provided with a fifth stop valve, an electrodialysis machine, a dialysis fluid storage tank and a condensed water storage tank.
