The system comprises a meteorological condition detection module, an icing risk level calculation module and an ice load operation optimization control module, wherein meteorological condition signals detected by the meteorological condition detection module are input into the icing risk level calculation module; icing risk level signals calculated by the icing risk level calculation module according to the meteorological condition signals are input into the ice load operation optimization control module; and the ice load operation optimization control module outputs variable-pitch control signals and torque control signals according to the icing risk level signals.
