The method comprises the following steps: receiving a dynamic host configuration protocol (DHCP) discovery message transmitted by an encoding terminal by using relay equipment; transmitting terminal equipment identification information in the message to a monitoring management server, so that the monitoring management server can perform legality judgment on the coding terminal; receiving the legality result fed back by the monitoring management server; if the coding terminal is legal, transmitting the DHCP discovery message to a DHCP server in the network, and if the coding terminal is illegal, forbidding transmitting the DHCP discovery message to the DHCP server; and receiving the DHCP message transmitted by the DHCP server to the coding terminal and transmitting the DHCP message to the coding terminal, wherein the DHCP message carries the IP address assigned by the DHCP server to the coding terminal.
