The method comprises the following steps of: preparing phosphorus series halogen-free anti-flaming master batches; weighing the phosphorus series halogen-free anti-flaming master batches and recyle polyester raw materials according to parts by weight, and respectively drying; transporting the dried recyle polyester raw material to a liquid phase quality and viscosity adjusting reaction kettle by a melt pump after the recyle polyester raw material is melted and filtered; transporting polyester melt after liquid phase tackifying to a second stage filter by the melt pump, mixing with the phosphorus system halogen-free anti-flaming master batch melt in the second stage filter, and enabling the mixed melt to enter a spinning manifold through a static mixer arranged on a transporting pipeline to spin; and carrying out post processing on the obtained as-spun fiber, and cutting off and packing the tows.
