The device mainly comprises a leaching solution box, a booster pump, a leaching pipeline system, a vacuum suction pump, a gas-liquid separator, a liquid-phase processing unit, a gas-phase processing unit and an intelligent electric control system. The method comprises the following steps of: installing the leaching pipeline system on the surface of a polluted site, selecting a leaching agent as well as the dosage and the concentration of the leaching agent according to the pollution situation and the hydrogeological condition of the site, and washing pollutants into a leaching solution after the leaching is concluded; and then starting the vacuum suction pump, and sucking the leaching solution out of the surface by applying a vacuum and then further processing the leaching solution. The device and the method disclosed by the invention have the characteristics of being rapid, economic, efficient and the like, and have a good removal effect for organic matter pollution and heavy metals, wherein the removal rate can achieve 80-90%, the construction cost is saved by 45-65% compared with the traditional one, and the operation management expense is saved by about 25-35%.
