The method comprises the following steps of: constructing a dedicated water drainage tunnel connected to a working face in a coal layer in a water enrichment region of a coal layer top plate, and constructing a sedimentation pool at the tail end of the water drainage tunnel; forming a water drainage tunnel along a conveying belt tunnel; forming communicating holes for communicating the conveying belt tunnel and the water drainage tunnel in the conveying belt tunnel at intervals, arranging a vibration sieve at the tail end of the water drainage tunnel, and forming another coal conveying tunnel behind the vibration sieve; drilling water drainage holes in the water drainage tunnel for the water enrichment region of the coal layer top plate, so that a part of top plate water can be drained in advance, after the water is drained, draining the water into the sedimentation pool through the water drainage tunnel, and after sedimentation, draining the water into a water bin at the bottom of a well; and after a part of the top plate water is drained in advance, executing working face exploitation when the water is continuously drained.
