The method comprises the steps of: S1, acquiring network topology information by utilizing a cognitive network tomography technology on the basis of information of a wireless environment and of a wireless parameter; S2, acquiring influencing factors of a wireless network topology on the basis of network topology information, where the influencing factors comprise the mobility of a node and dynamic allocation of spectrum resources; S3, analyzing a performance indicator achieved by the reconstruction; S4, analyzing the influencing factors and the performance indicator, forming a topology reconstruction plan; and, S5, reconstructing the topology on the basis of the topology reconstruction plan. Employment of the method and system of the present invention for cognitive wireless network topology reconstruction gives full consideration to features such as the dynamic nature, mobility, and heterogeneousness in a cognitive wireless network, combines the features with the allocation of spectrum resources, channel capacity, and latency characteristics to produce the topology reconstruction of the cognitive wireless network, and allows for further optimized, comprehensive, and effective reconstruction decision-making.
