By recognizing the license plates of the vehicles in the to-be-tested area periodically and identifying the parking time of the vehicles, the breach of regulation vehicle detection method and the device based on videos identify the vehicles which the parking time satisfies the parking threshold as the breach of regulation vehicles, and therefore have the advantages of being capable of reducing resources waste due to manual check and improving testing efficiency.
