A speed regulating device is further disposed in the fixed plate and comprises a locking hub, a locking plate, two arc locking plate support plates and an adjusting mechanism. The adjusting mechanism comprises an upper cam shaft, a lower cam shaft and an adjusting rod disposed on the upper cam shaft. Openness of a movable end of each locking plate support plate is adjusted by the adjusting rod. A brake device is disposed in the movable plate and comprises a brake hub, a brake plate, two arc brake plate support plates and a brake mechanism. The brake mechanism comprises a drive shaft, a driven shaft and a control rod disposed on the drive shaft. Tightness of a movable end of each brake plate support plate is controlled by the control rod. By the escaping device, the problem that the existing escaping devices for high-rise buildings are complex in structure, inconvenient to operate, and especially poor in escaping reliability is solved.
