The full automatic storing and borrowing library is characterized in that the manipulator comprises a first electric rotary platform, a second electric rotary platform and an electric clamping jaw; the first electric rotary platform is arranged on the manipulator track; the second electric platform is vertically arranged on the first electric rotary platform; the first rotary platform rotates in a horizontal direction; the second electric rotary platform rotates in a vertical direction; and the electric clamping jaw is arranged on the second rotary platform.
