Abstract

The method includes: a radio network controller (RNC) sends a log measurement configuration message to a user equipment (UE), which carries a voice call record configuration information, used to instruct the UE to record call records; the UE reports an indication to the RNC, used to inform the RNC that there are voice call records available for reading on this device; After reading the voice call record, if it is determined that the UE satisfies the condition of fewer voice calls, the UE is handed over to the Long Term Evolution (LTE) network.
