The composite actuating cylinder comprises a static force loading cylinder and a dynamic force loading cylinder which are connected with each other coaxially, the static force loading cylinder and the dynamic force loading cylinder share a piston rod, and the two ends of the piston rod stretch out of an end cover of the static force loading cylinder and an end cover of the dynamic force loading cylinder respectively to be used for being connected with test specimens. The piston rod is a stepped shaft, a static force loading cylinder piston is arranged on a thick section, a dynamic force loading cylinder piston is arranged on a thin section, and the two pistons are arranged in the cylinder body of the static force loading cylinder and the cylinder body of the dynamic force loading cylinder respectively. The static force loading cylinder and the dynamic force loading cylinder are respectively provided with two oil holes used for oil feed and oil discharge.
