The high-temperature waste gas of an electricity generation industry, a glass industry, a cement industry and a steel industry enters heating pipes of the sea water evaporating pots at each grade to heat and evaporate the sea water. Air flows along a circulation loop, vapor in the sea water evaporating pots at each grade is carried into a condensation pipe to be coagulated into fresh water, and the fresh water enters into a fresh water collecting pipe and flows out of the sea water desalting device. Along with continuous yield of the fresh water, the sea water is supplemented timely, grade by grade, forwards and automatically.
