Each time when the vehicle is ignited to start up, the RFID reading module searches and reads the identity tag in a driving cab and compares the driver's fingerprint information in the driver's identity tag with the driver's fingerprint information which is input in the fingerprint identification module, the OBD detection module collects the identification information of the vehicle; and the vehicle terminal sends the identification result of the driver, the driver's ID information, the vehicle's identification information and the vehicle position information to a monitoring center.
